DOLE AMP INTERVENTIONS MODERNIZE PRODUCTION AND ACCELERATE DIGITAL UPGRADES FOR BATANGAS CITY COOPERATIVE

The lack of standard machinery that forced workers to rely entirely on manual pouring and filling processes, high rates of product spillage, inconsistent measurements, and material waste - these are the challenges that the San Isidro Multi-Purpose Cooperative (SIMCO) faced in its early years trying to build their dream of thriving dishwashing and fabric conditioner products.

Detailing these initial field challenges, “Sa aming proyektong SIMPLY Care Production ay mano-mano ang pagsasalin ng mga natapos na dishwashing liquid at fabric conditioner. Maraming natatapon na finish product sa pagsasalin sa lalagyan. Gayundin may kakulangan din sa kaalaman sa pagfo-formulate ng fabric conditioner at dishwashing liquid.” SIMCO President Marites E. Ramirez shared.

Additionally, the team shared that they operated with limited technical data regarding precise chemical formulation standards, which restricted their overall output consistency and market reach.

Seeing these constraints continue to challenge micro, small, and medium enterprises (MSMEs) and cooperatives, the Department of Labor and Employment IV-A (DOLE) through its Batangas Provincial Office, implemented a comprehensive support package for the SIMCO through its Adjustment Measures Program (AMP).

The enterprise-based intervention, which spanned from September to December 2025, has introduced mechanization and technical structural reforms to the cooperative's chemical manufacturing business, the SIMPLY Care Production.

Kami ay tinawagan sa opisina”. Ramirez shared. 

This systemic capability building for local cooperatives aligns with the primary economic and employment roadmap of DOLE Secretary Francis N. Tolentino. Under Secretary Tolentino’s strategic directives, the AMP structure focuses heavily on transforming traditional, resource-constrained community enterprises into highly mechanized, productive operations. 

Under the AMP, the cooperative underwent a rigorous, intensive training curriculum that stretched across the final quarter of 2025. The training sessions also equipped the staff with instructional modules, chemical laboratory guidance, and foundational lectures on business modernization.

Reflecting on the rigorous nature of the training segment, Ramirez stated: “Naging mahirap ang naging karanasan namin sa training sapagkat sumailalim kami sa matinding pagsasanay. Subalit ito’y lubos na kapaki-pakinabang, marami kaming natutunan.”

Beyond chemical formulation adjustments, the capacity-building program emphasized long-term corporate viability by introducing technical modules centered on standard market adaptation. 

“Marami kaming natutunan at ang pinakamahalaga dito ay ang Digital Transformation,” Ramirez shared.

To fully realize the skills learned during the lectures, DOLE AMP also supplemented the training with a direct capital endowment consisting of specialized modern production equipment and raw materials. This mechanization component directly replaced the manual pouring system with semi-automated filling setups designed to optimize the bottling and packaging process.

“Malaking tulong ang programa sapagkat nagkaroon kami ng mga equipment upang mapabilis ang paglalagay ng finished product sa mga container at nagkaroon ng kaalaman sa formulation ng Simply Care products!,” he remarked.

The integration of physical equipment and advanced formulation techniques resulted in immediate improvements in the cooperative's manufacturing yield, quality control metrics, and internal profit margins.

Emphasizing the definitive metrics of their operational turnaround, “Na-improved ang skills ng mga staff at syempre gumanda at tumaas ang quality ng produkto at tumaas ang produksyon at tumaas din ang kita.” Ramirez stated.

The commercial growth experienced by the chemical manufacturing unit has translated directly into institutional financial stability for the broader community organization. The reduction in raw material waste coupled with increased daily manufacturing capacity has generated an expanded revenue stream that directly impacts the local membership base “Tumaas ang quality at tumaas din ang kita ng kooperatiba at gayundin tataas ang mga dividend and patronage refund ng mga member ng SIMCO.” Ramirez noted.

The DOLE remains committed to leveraging these multi-pronged AMP interventions to shift agrarian and community cooperatives toward sustainable, mechanized, and digitally competitive commercial operations.
