DOLE BATANGAS ROLLS OUT REGION IV-A’s FIRST PLANT-LEVEL LABOR EDUCATION DRIVE AT HONDA PHILS.

Marking a historic milestone in regional labor relations, the Department of Labor and Employment (DOLE) Batangas Provincial Office pioneered the very first Plant-Level Orientation on Freedom of Association (FOA) and Labor Dispute Resolution Proceedings in the entire CALABARZON region (Region 4-A), conducted at the Honda Phils. facility inside the First Philippine Industrial Park (FPIP), xxx last July 14.

This pioneering initiative directly advances the key priority programs of DOLE Secretary Francis N. Tolentino to elevate the dignity and welfare of Filipino workers, while fulfilling the recent directive of Regional Director Erwin Aquino to bring crucial labor rights education straight to the factory floor.
Organized in close coordination with the Mediation, Arbitration and Legal Services Unit (MALSU) and the Regional Tripartite Wages and Productivity Board (RTWPB) IV-A, the regional-first learning session drew active participation from union members representing both rank-and-file and supervisory employee divisions.

During the technical sessions, Atty. Joseph Rosal of MALSU led a comprehensive discussion on the fundamental elements of FOA and Human Rights, ensuring that participants clearly understood their statutory workplace freedoms as protected under national labor standards and championed by the department’s current leadership.
Following the FOA module, Atty. Rio Soriano of RTWPB- IV-A addressed the critical and highly technical subject of Wage Distortion. Atty. Soriano provided structured guidelines on salary architectures, illustrating the proper legal frameworks and resolution mechanisms to correct wage disparities.


The labor education met highly positive feedback from the plant's labor leadership. Ms. Menche Magpantay, President of the Samahan ng Malayang Manggagawa ng Honda, emphasized that the simultaneous discussions on FOA and salary distortion are deeply relevant to everyday operations.
"This event strengthens awareness of the legal rights of employees to organize, form or join labor organizations, and participate in collective bargaining without fear of discrimination or retaliation," Magpantay noted.

Reflecting on the operational benefits of the wage distortion module, Magpantay pointed out that understanding these legal concepts, "...helps prevent workplace conflicts, promotes transparency, and ensures that both management and employees are informed of their respective rights and responsibilities," ultimately fostering a workplace culture anchored on mutual respect and open communication.

Under the active implementation of the Labor and Employment Education Services (LEES) framework, DOLE Batangas continues to lead the region in bringing standardized labor education straight to the economic zones and plant levels.
Following the success of this Region 4-A pilot, the department remains committed to executing Secretary Tolentino's institutional vision of a highly informed, legally protected, and dignified regional workforce.
