As part of the continuous action of the government to promote harmonious relationships among labor, management, and government sectors, the Department of Labor, and Employment IV-A Batangas Provincial Office (DOLE-BPO) initiated the creation of the first local Tripartite Industrial Peace Council (TIPC) in Batangas Province during an orientation at The Vineyard, Tanauan City, Batangas on August 28, 2024
Thirty-five companies from various industries including hotels, academe, manufacturing, hospital, retail and services, and construction participated in the event.

In her opening remarks Mrs. Predelma M. Tan, Batangas Provincial Director, expressed gratitude to the Municipal Mayor and Chairman of Tanauan City-TIPC, Hon. Nelson “Sonny” P. Collantes, for his willingness and support in launching this integral initiative in Tanauan City.
“Nagpapasalamat po kami kay Mayor Sonny Collantes kasi siya po ay pumayag na mauna po ang City ng Tanauan para po sa napakahalagang endeavor po ng Department of Labor and Employment, may directive po kami from our Secretary po mismo, Secretary Benny Laguesma, para po itayo lahat po ng mga TIPC, City TIPCs para po sa bawat probinsya. This is the first nga po kaya po napakahalaga po nito“ Ms. Tan remarked

During the orientation, Atty. Dennis Manzanero, Regional Mediator-Arbiter, enlightened the participants on Tripartite and Social Dialogue. He discussed the legal basis, provided a brief introduction, and explained the TIPC organizational structure and the significance and purpose of tripartism.
“’Yung tripartite na bubuuin niyo ngayon mainly will serve as a vehicle wherein yung mga issues and concern of the council can be stressed out..pero at the same time po hindi lahat problema …halimbawa meron itong isang industry sabihin natin na maapektuhan ng isang policy, you can make a resolution.” Atty. Manzanero emphasized

Representatives from the Batangas Tripartite Industrial Peace Council assisted in electing the Tanauan City Tripartite Industrial Peace Council. The election succeeded through the active participation of representatives from both the labor and management sides.
Elected Vice Chairman Mr. Noel Padua, a representative from Nestlé Philippines, Inc. – Tanauan, expressed high expectations for the impact of the newly established Tanauan City-TIPC. Mr. Noel Padua, shared his plan to dedicate his time and commitment, looking forward to contributing to the success of Tanauan City-TIPC.

“Bilang Vice Chair sa ngayon ang plano ko is to give time, to commit… Siguro sa darating na pagkakataon or panahon ay makakapag-contribute kami ng malaki di lamang dito sa kompanyang kinabibilangan naming gayun din kung saan kami nabibilang na community lalong lalo na dito sa Tanauan at makapag-influence kami sa mga kagaya naming kompanya na makapag-participate pa at ma-educate lalong lalo na yung iba pang company na di pa rin alam ang ma ganitong program ni DOLE.” Mr. Padua shared.

Ms. Michelle Balo, Vice Chairman for Management, shared plans to offer different programs to different industries and maintain harmonious and peaceful relationships between the council.
Ms. Michelle Balo, HR Employee Relations Manager at Nestlé Philippines, Inc. – Tanauan, shared her vision as the newly elected Vice Chairman for Labor.
“For this council, we hope to provide different programs for the different industries in order for us to have a more harmonious and peaceful relationship between the management and the union, this would be a good venue for us to have a good discussion and communication between labor and management through help of our local government institutions.” Ms. Balo stated.

“I’m deeply grateful for your presence today, your presence today more than anything else shows that you want Tanaun to be a progressive City, we can never be a progressive city without the cooperation of the Labor sector and management.. kaya kayo nandito gusto niyo na pinag tatrabaghuhan niyo, gusto niyo ang lugar na ito there is peace and harmony for labor, management and the government. Maraming maraming salamat po sa inyong oras i hope and pray that someday we will look to this day and say dumami ang investor sa Tanauan, dumami ang bagong trabaho dahil minsan nag meeting ang Tripartite [Industrial Peace] Council sa lungsod ng Tanauan.” Hon. Collantes remarked
The Department is committed to establishing local Tripartite Industrial Peace Councils throughout the Province of Batangas. This initiative aims to strengthen partnerships with civil society organizations, ensuring effective implementation of labor-related programs and fostering a collaborative approach to industrial peace.
